Skittish pet rabbit

Hi
I have a 19 month old spayed pet rabbit (English spot rabbit mix) who was petted and given affection every day on a regular basis ever since we got her as a little baby.

However, to this day she is STILL rather skittish and fiercely independent. She has to be in exactly the right mood, sitting quietly with her ears down flat to allow us to pet her. This doesn’t happen very often. Even if I get down on her level, she bolts if I or any other family members get too close.

Just wondered if anyone else’s pet rabbit is like this?
