poor personal hygiene

My daughter's rabbit is approx 10-11 months old
unspayed
she is a house rabbit - has a cage in the garage and roams in the house when supervised

Lately she has had pretty poor personal hygiene
the fur on her "bottom half" is dirty with urine, stained and smelly

she has a litter box in her cage as well as one in the living room. its cleaned daily
we use newspaper litter and her cage has newpaper on the floor

Does anyone have any thoughts as to why the change please?
